Political analyst: Kazan must announce about work over framework peace agreement on Nagorno-Karabakh conflict

Adopting the Madrid principles by the parties of the Nagorno-Karabakh conflict and launching the work over a framework peace agreement must be announced following the Kazan meeting of the presidents of Azerbaijan, Russia and Armenia if it is successful, Azerbaijani political analyst, a member of Trend Expert Council Rasim Musabayov said.

As opposed to the previous meetings, there is rather serious training, he said. "The Kazan meeting was preceded by the Deauville statement made by the presidents of the Minsk Group co-chairing countries the U.S., Russia and France," he said. "Its essence lies in the fact that it is wrong to protract with the adoption of the Madrid principles and it is time to change the existing status quo."

Azerbaijani President Ilham Aliyev, Russian President Dmitry Medvedev and Armenian President Serzh Sargsyan will meet in Kazan in late June. This will be the ninth tripartite meeting between the presidents of Azerbaijan, Russia and Armenia.

Russian President Dmitry Medvedev, U.S President Barack Obama and French President Nicolas Sarkozy called on the Armenian and Azerbaijani leaders to demonstrate the political will and to finalize the basic principles [the settlement of the Nagorno-Karabakh] during the upcoming Armenian-Azerbaijani summit in June.

He said that one must bear in mind that all three countries are great powers, permanent members of UN Security Council. It would be very imprudent to ignore their appeal. "I think that the statement of the presidents of the OSCE Minsk Group co-chairing countries will have some rather serious impact on the content of the conversation in Kazan," he added.

He said that the current year must be decisive for the Nagorno-Karabakh conflict. "If any progress is not fixed in the plan of peaceful settlement this year, the window of opportunities will be closed," he said. "The parliamentary and then presidential elections will be held in Armenia next year. The elections will be held in all OSCE Minsk Group co-chairing countries next year - U.S, Russia and France. The co-chairmen will have no time to deal with the conflict."

Referring to the electoral cycle and the difficulty to make difficult decisions, Armenia will try to distance from these decisions. "But Azerbaijan will have to escalate the military pressure to move the process from the dead point in these conditions," he said. "I think that the co-chairmen also understand this and therefore they strongly recommend to move forward."
