Why updated Madrid principles do not suit Armenia...

"All indications are that the Armenian authorities do not like the updated Madrid principles," Azerbaijani political analyst Rasim Musabayov said.
The analyst says that the fact is that the updated version of the Minks Group document has no direct mechanism based on which Armenia could separate Nagorno-Karabakh from Azerbaijan.

"In this sense, Serzh Sargsyan's government is in a rather difficult situation since the updated Madrid principles to a certain degree support phased solution of the Karabakh conflict which former Armenian President Levon Ter-Petrosyan accepted at one time and was overthrown by the Karabakh clan for this,” the analyst added.

”Clearly, if the current Armenian authorities accept updated Madrid Principles, they will have to answer not only to the radicals who do not accept concessions, but also to the liberals who will say: "Ter-Petrosyan was right, and you're wrong." What Kocharian-Sargsyan could bargain from the talks so far bears no comparison with what Armenia has lost, having rejected a phased plan. In particular, strategic pipelines bypassed Armenia. The country lost the possibility to develop in peace for 12 years," the expert said.

Musabayov believes that, on one hand, the Armenian government does not want to endorse the updated Madrid principles; on the other hand, Armenia has very limited resources in order to say "no" to the OSCE Minsk Group proposals.

"Armenia is highly dependent on external support, international aid, without which it is simply impossible to conduct an aggressive policy towards neighbors. The opportunities to play for time are becoming less and less. Armenia has been playing this game for 6 months already. Time is up. It is not accidental that Serzh Sargsyan, the only one of the CIS presidents, travelled to Rostov-on-Don. Apparently, he had to once again discuss everything with the Russian leadership. Russian Prime Minister Vladimir Putin is expected to visit Turkey soon,” the expert explained.

In any case, Armenia will have to answer to a question about the proposals of OSCE Minsk Group, Musabayov noted.

The analyst says that Brussels and Washington make it clear for Armenia that it is no longer possible to delay liberation of occupied Azerbaijani territories. “Moscow also says this in a quite a tough form.”

"Today Yerevan has small opportunities to play games. They can once again overthrow the government or make it resign. But Sargsyan will be replaced with a different ruler who would require time for reflection. In Armenia, there is a group that offers to play for time until 2015, when ostensibly the United States and other countries will certainly recognize "Armenian genocide” on its centenary,” the expert said.

“All those hopes are absurd. On the other hand, even if these plans are grounded, will Armenia survive until 2015 without a default and bankruptcy? That's a big question," the Azerbaijani political scientist pointed out.
