Some details are known why the official document on lifting visa requirements and mutual three-month stay of citizens was not signed during the official visit of Azerbaijan’s Foreign Minister Elmar Mammadyarov to Turkey.
The diplomatic sources said the main discontent appeared concerning the visa for students.
Though Turkey wanted the common rule to be also applied to students, Azerbaijan did not agree to it. Azerbaijan offered not to include visa-free travel for students into the agreement.
According to some reports, Turkey accepted Azerbaijan's demands.
It was decided to consider the issue of visa for students later.
The visa issue was also focus of attention at the meeting between President Abdulla Gul and Azerbaijani delegation led by Foreign Minister Elmar Mammadyarov.
The minister noted that the agreement had not been signed because of incomplete procedural issues.
