TURKSOY's members negotiate with Russia's Federal Ministry in terms of providing Russia with an observer status in the Turkic-speaking countries' organization, TURKSOY Secretary General Dyusen Kaseinov said.
Besides Russia, Moldova and Ukraine, on whose territories Turkic autonomous regions are situated, also may receive an observer status in TURKSOY, Kaseinov added.

"Our doors are open to any country, as TURKSOY is not a political organization, but the organization preserving cultural heritage, history and language," Kaseinov said.

Bashkortostan, Tatarstan, as well as the Gagauz District of Moldova have joined TURKSOY.

TURKSOY is an international organization and was set up in 1993 in Ankara, by Azerbaijan, Kazakhstan, Uzbekistan, Turkey and Turkmenistan.

The organization's main goal is to keep, develop and transfer to the future generation common material and cultural monuments of Turkic nations between the Turkic speaking nations. The organization also cooperates with a range of authorized international organizations, including UNESCO. The Permanent Council of Ministers of Culture is TURKSOY's supreme body.
