Russian Regional Development Minister Viktor Basargin offers to consider a series of measures to revive Caspian littoral cooperation.
He says several factors delay implementation of projects in Astrakhan.
“These factors first of all include lack of an international legal status of the Caspian Sea, and secondly, a number of outstanding bilateral issues, including at the regional level. The third one is instability in the region as a whole,” he said on Monday at a meeting on the Caspian cooperation.in Astrakhan.
Basargin said “best efforts” must be made to determine status of the Caspian Sea and to develop a road map to address this complex issue.
There is a need for an inventory and assessment of effectiveness of existing agreements in the field of cross-border cooperation, additional measures for the implementation of the commitments adopted by the parties and developmet of an ad hoc intergovernmental program of the Caspian countries to implement the cross-border and interregional cooperation, Basargin said.
