Head of the Center of political innovations and technologies Mubariz Ahmedoghlu stated the appearance of new moments in the negotiation process on the peaceful resolution of the Karabakh conflict, he told a press conference yesterday.
"Just a year ago official Baku was speaking for the phased resolution of the conflict with the need for Yerevan to withdraw from all the occupied lands of Azerbaijan and return of Azerbaijani refugees and IDP on the first stage and them for the definition of the legal status of Nagorno Karabakh in the framework of the territorial integrity of Azerbaijan.

Today we state that the status of Nagorno Karabakh must be documentally defined in the framework of Azerbaijan in advance on par with considering issues about liberation of the occupied Azerbaijani lands and return of refugees to their homes", noted the political scientist.

He said the resolution of the conflict in the form, presented in Vienna, is not favorable for Baku as in this case this implies participation of Azerbaijan, Armenia and Nagorno Karabakh in the talks as three conflict parties.

"Despite this a remarkable event occured in the capital of Austria and it is connected with French co-chair of the OSCE Minsk Group Bernard Fassier, who voiced the Azerbaijani model of the phased resolution of the Karabakh conflict. The French diplomat spoke for the liberation of all the occupied lands and return of refugees to their homes, and he put off the consideration of the legal status of Nagorno Karabakh within Azerbaijan for 15 years", noted Ahmedoghlu.

The political scientist also added that he is against the popular diplomacy that he thinks damages the positions of Azerbaijan in the framework of the Karabakh conflict settlement.
