02 April 2009 [09:28] - TODAY.AZ
There are three states in the South Caucasus, and it is not necessary to contribute to the creation of new - fourth or fifth formations, the Foreign Minister of Azerbaijan Elmar Mammadyarov stated on April 1 in Tbilisi at the briefing, commenting on the prospects of the Nagorno-Karabakh conflict settlement.
"We must explain to our Armenian neighbors that the peaceful settlement is the best way out of the situation. This will mean re-establishment of transport ties, return of refugees, development of infrastructure, etc.," the Minister said.

The Foreign Minister said that "Azerbaijanis and Armenians must establish relations, which will allow them to commence dialogue".

Touching upon the statement by the co-chairman of the OSCE Minsk Group Bernard Fassier regarding the need to fulfill the Madrid document, Mammadyarov stated that firstly it is necessary "to create space and climate for the successful dialogue".

"We can not do this under the conditions, when the territorial integrity of Azerbaijan was violated by Armenia, 20 percent of Azerbaijani lands was occupied. It is necessary for Armenia to withdraw from the occupied territories, re-establish communications, solve sanitary problems, return people. They must begin joint life, and then the dialogue will be possible," said Mammadyarov.

It is necessary to convince Armenians that the friendly relations are better than hostility and destruction, Foreign Minister of Azerbaijan said.
