"I don’t believe that the Council of Europe will appoint special rapporteur on the political prisoners in Azerbaijan. I confirm that the Bureau of the Parliamentary Assembly of the Council of Europe made decision on the political prisoners and recommended it to the Legal Committee. The rapporteur was not appointed yet”, said head of the Azerbaijani delegation to the Parliamentary Assembly of the Council of Europe Samad Seyidov in his interview with the official site of the New Azerbaijan Party, APA reports. Seyidov said if the Council of Europe made such step, it would mean that this organization doesn’t respect itself and its members. "It would be better if the Council of Europe investigates the human rights in the Caucasus. Why not? The human rights should be investigated permanently. It is a problem of the organization, but not ours, when it doesn’t pay attention to other countries and uses the word of "political prisoner", which is not implemented in the international law, only against one country".
Seyidov said some non-governmental organizations in Azerbaijan also contributed to the bringing of the issue of "political prisoner" to the agenda. "Such issues are raised immediately after that Azerbaijan becomes a leading country of the region and holds first high-level presidential elections in the region. They are using NGOs. One issue is the most dangerous – pressure and management under the pressure. Azerbaijan provides independent policy and has normal relations with all powerful centers. Some forces concern about it. They see the way out in inflating of smallest problems in Azerbaijan and describing the great problems of other countries of the region as a smallest".
