"Russia and Armenia are political allies which is a higher stage of relations than merely strategic partnership of Russia with Azerbaijan, said chief of the Caucasus Department of the CIS states Institute Mikhail Alexandrov.
"Formally Russia's relations with Azerbaijan are already on the level of strategic partnership, reiterated by Russian leadership. Yet, there is a difference between strategic partnership and political military alliance", said export at the Novosti press center.
At the same time, Alexandrov added that it is possible to call anyone as strategic partners. "Even the United States is sometimes called the strategic partner of Russia, which breeds an ironic smile", noted Alexandrov.
