Boris Gryzlov: "Russia does everything for the maximally unbiased resolution of issues, related to disputable areas"- UPDATED

Boris Gryzlov, speaker of the State Duma of the Russian Federal Assembly, chairman of the Supreme Council of the All-Russian political party "Yedinaya Rossiya", is visiting Azerbaijan.

"Russia does not tense the Georgian-Abkhazian, South-Ossetian conflicts, but, on the contrary, it does everything for the maximally unbiased resolution of issues, related to disputable areas", said chairman of Russian State Duma Boris Gryzlov, according to Novosti-Azerbaijan.

"Russia has taken some steps towards Abkhazia and South Ossetia and I think that Russia was right to annul regime of sanctions towards Abkhazia, which is in turn fair towards the citizens of Russia, residing in Abkhazia", said he at the briefing in Baku and added that the parliament of Abkhazia and South Osseria has appealed to the State Duma with a request to recognize independence of this areas.

"We have conducted parliamentary hearings on the said issues and the opinions of the members of the State Duma were fixed in the resolution, in which the final paragraph envisions consideration of expediency to recognize these territories", said he.

Touching upon relations with Georgia, he said that Russia has taken definite steps towards Georgia. "These were the renewal of air and postal communications".

The speaker of the Russian parliament also added that Georgia often makes unfounded accusations addressed to Russia and "Tbilisi has not done the steps, which Russia could have assessed as positive", said the speaker of the Russian Duma.

Explaining the statement, he made during the visit to Armenia according to him Armenia is Russia's outpost, he said that the said statement is quite fair as along with the CIS and a number of international organizations also joint the Collective Security Treaty.

"Issue of delimitation of state borders of Azerbaijan and Russia is being settled. The border between the two countries has almost been fully defined", said the chairman of the Russian state duma Boris Gryzlov, according to Novosti-Azerbaijan.

"As for delimitation by the Samur river, the sides are discussing the issue of mutual concessions and I think that this is a right method", said he during a briefing in Baku.

He said the issue of delimitation was also discussed with the Azerbaijani parliament. "We have come to a conslusion, that the group, conducting talks on this issue, needs refreshment, so that new fresh arguments are formed", said Gryzlov and added that this issue is not principal but technical.

He also added that the said issue was discussed during the meeting with President of Azerbaijan Ilham Aliyev.

The Russian speaker touched upon the problems of investments.

Azerbaijan and Russia would better sign an agreement on mutual guarantees and investments encoyragement", said Gryzlov.

"Today Russian capital is invested to Azerbaijan via the thid countries by an offshore method, therefore, I consider it necessary to prepare such an agreement", said he.

He also noted that various economic projects, whose joint implementation is real have been discussed during the meetings in Baku. "This includes construction of the North-South railroad (Moscow-Baku-Teheran), which is a common project, as well as the construction of the second section of the Volga-Don channel, which would turn Azerbaijan into a marine state, and participation of Russian companies in the exploration and production of oil in Azerbaijan", said Gryzlov.

Touching upon the inter-parliamentary cooperation between the two countries, Gryzlov announced that the relations between the parliaments of Azerbaijan and Russia are real and definite and the inter-parliamentary commission is working effectively.

According to him, the 8th session of the inter-parliamentary commission is planned to be held in Baku in June.

Gryzlov also noted that the countries should strengthen their positions in the international organizations. Our single position in PACE is important. Here the Russian delegation does everything for the adopted resolution not to contradict to the interests of Azerbaijan, as these resolutions are often anti-Azerbaijani and we managed to exclude maximally negative points", said the speaker.

According to him,  the Azerbaijani delegation should also take part in the discussions of the issues, which Russia can not accept.

"Russia's position on the resolution of Nagorno Karabakh conflict is changeless. We can be a guarantor of the reached agreements.

The due announcement was  made by chairman of the Russian State Duma Boris Gryzlov.

"The sides should come to an agreement independently and there should be no pressure from outside", said he during a briefing in Baku and added that Russia can provide conditions for talks.

According to Gryzlov, Russia, as a co-chairman of the OSCE Minsk Group, will guarantee the decisions, taken by the parties".

"This is Russia's position. We are against any pressure on any of the parties for the settlement of the conflict contrary to the achieved agreements", he noted.

President of Azerbaijan received chairman of the State Duma of Russia Boris Gryzlov.

The due information was provided by the press service for the president.

During the meeting the sides stressed successful development of relations between Azerbaijan and Russia in different spheres, exchanged views on prospects of cooperation between senior legislative bodies, as well as on various spheres of bilateral relations and expressed confidence about further strengthening of cooperation.

"Azerbaijan considers Russia's prosperity important".

According to Novosti-Azerbaijan, the due announcement was made by Prime Minister of Azerbaijan Artur Rasizade during the meeting with chairman of the Russian State Duma Boris Gryzlov.

"It is important that Russia were a prosperous country. I have congratulated Vladimir Putin with his being elected the Prime Minister of the country", said the Prime Minister,

Rasizade assessed the visit of the chairman of the Russian State Duma as "an intention to develop relations between the countries in the framework of the CIS".

"I do not see any problems, which may hamper our relations. The relations between the leaders of the two countries are on a high level", said he.

He noted that this meeting will be a stimulus in the relations between the two countries.

Touching upon the bilateral economic relations, the Prime Minister noted that the commodity turnover is growing.

"But we should not stop on it and we should move forward. We should raise the commodity turnover and work in this direction, executing the tasks, set by Presidents of Azerbaijan and Russia, to bring the commodity turnover to $2 bln by the end of this year", said he.

The Prime Minister also stated the fact of the rise in price of foodstuffs in Azerbaijan.

"Prices are too high, but we should take into account that money supply has risen by 10 times through the last three years. Despite it, inflation rate is also rising and through the four months of the current year it made up 17.8%.

Prices in Azerbaijan have risen on 450 kinds of production. We should settle the issue of rise in prices on main types of foodstuffs not by administrative way", said he and voiced regret that mostly low income people suffer from inflation.

He said to narrow this category of people 91,000 families are provided with address social aid.

On the whole, the Prime Minister assessed economic situation in Azerbaijan as positive.

Rasizade announced that Azerbaijan is implementing a program, envisioning satisfaction of demands of Baku city for water. The program in the amount of $1.5 bln envisions complete settlement of problems of water supply within three years.

He also declared intention to participate in the next session of the CIS Prime Ministers.

In turn, chairman of State Duma Boris Gryzlov noted that the activity of the new government of Russia in the next four years will be directed for the settlement of social problems.

"We consider that the next four years will be used for the resolution of social issues", said he.

According to the chairman of the Russian Duma, life in Russia is gradually improving.

"The number of impoverished people has reduced by 2 through the last few years. The growing budget allows to accelerate the resolution of social issues. For the resolution of problems, the Russian government has passed national programs in different spheres", said Gryzlov.

Being a co-chairman of the OSCE Minsk Group on the peaceful resolution of the Armenian-Azerbaijani Nagorno Karabakh conflict, Russia does everything for creation of real conditions for the successful resolution of the problem.

According to Novosti-Azerbaijan, the due announcement was made by Boris Gryzlov, chairman of the State Duma of Russian Federal Assembly, in Baku Tuesday.

"We hope that the meeting of the Presidents of Azerbaijan and Armenia at the summit in Saint-Petersburg will create real opportunities for the further successful continuation of the negotiation process", he noted at the meeting with Milli Medjlis speaker Oqtay Asadov.

In turn, Asadov voiced hope that "Russia will strengthen measures for successful resolution of the Nagorno Karabakh conflict".

It should be reminded that the meeting of Presidents of Azerbaijan and Armenia may be held in Saint-Petersburg in early June.

Currently, we plan to raise volumes of mutual commodity turnover between Russia and Azerbaijan up to $2 bln in the near future and $ 4 bln by 2010.

The due announcement was made by speaker of the State Duma of the Russian Federal Assembly Boris Gryzlov in Baku, according to Novosti-Azerbaijan.

The need to raise the volume of mutual commodity turnover between the two countries was stressed by speaker of Milli Medjlis Oqtay Asadov during the meeting with Gryzlov.

He said currently the mutual trade turnover between the two countries makes up $1.5 bln.

Russia is interested in the economic and energy cooperation with Azerbaijan.

According to Novosti-Azerbaijan, the due announcement was made by Boris Gryzlov, speaker of the State Dume of Russian Federal Assembly, chairman of the Supreme Council of the All-Russian political party Yedinaya Rossita.

During the meeting with Speaker of Azerbaijani Milli Medjlis Oqtay Asadov he stressed importance of the North-South railway project to communicate three capitals-Moscow, Baku and Teheran.

"It is necessary to create an international consortium for the successful implementation of the project of the North-South railroad", said Gryzlov.

He noted that most large Russian energy companies are closely cooperating with Azwerbaijan, including Lukoil and Rosaluminiy.

"Rosalumuniy has plans on construction of a combined cycle plant on aluminum production in Azerbaijan", said the speaker of the Russian State Duma.

He said it is necessary to pass a law on protection of mutual investments between Azerbaijan and Russia for the more successful development of bilateral economic relations.

In turn, speaker of Milli Medjlis Oqtay Asadov announced that Azerbaijan currently accounts for 391 Russian enterprises.

He said of them 174 are joint ventures, 91 are fully Russian and 124 are affiliates of Russian companies.
