Sergey Markedonov: "Moscow's proposal on the conjoint use of Qabala radar station is a PR action. We invite Americans and they reject. Look, we are good and they are bad"

US position on Qabala radar station is well known, said Sergey Markedonov, famous Russian political scientist, chief of department of problems of international relations under the Institute of Political and Military Analysis.
He said that Bush's administration can not reject the idea of dislocating missile defense in Europe, as it has too many problems and if Bush rejects the missile defense in Europe, the political crash will be inevitable.

He said Washington's acceptance of Moscow's proposal would demonstrate great trust between the United States and Russia.

"We should understand the logics of Russian leaders. In fact, in this situation we invite Americans to the Caucasus, which is a vitally important area of national interests for us. Moscow's proposal on the conjoint us of Qabala radar station is a PR action. We invite the Americans and they reject. Look, we are good and they are bad. The PR is used both inside the country and abroad. The idea of the conjoint use of Qabala radar station is a test for Americans", said he.

Markedonov found it difficult to speak on the effectiveness of Qabala radar station for Americans.

"From the political point of view, operation of the radar station is quite interesting.Unlike its neighbors, the Azerbaijani government is both pro-American and pro-Russian. Official Baku adheres to quite a balanced policy. However, Americans are afflicted with the idea of dislocation of missile defense systems in Europe.

He said commenting on possible rejection of the Azerbaijani government from the prolongation of rent with Russia and the transfer of the radar station to Americans that if Washington and Moscow had different approaches to Azerbaijan, it would be possible to play on differences between them.

"Most points of attitude towards Azerbaijan by Russia and United States coincide. Therefore, I don't know whether it would be effective", he concluded.
