Deputy Prosecutor General Rustam Usubov read Prosecutor Zakir Garalov's demand to annul Huseyn Abdullayev's parliamentary immunity. A criminal case has been instituted against Abdullayev under Criminal Code articles 221.2.2, 132. Parliamentarian Abdullayev used insulting words, humiliating honor and dignity, harmed his image of deputy without observing the ethics during the debate of the government's report on March 16. Despite the warning, he insulted and swore at the deputies who asked him to keep up with the discipline. Then he insulted parliamentarian Agamali and assaulted at him, which interrupted the parliament's sitting for 20 minutes.
Disciplinary Commission chief Agajan Abiyev said there are enough grounds to hold Abdullayev accountable.
Parliamentarian Ali Ahmedov says that he has never come across such an insulting case in the history of Azerbaijani.
MP Elton Mammadov also demanded to annul Huseyn Abdullayev's parliamentary immunity.
Opposition parliamentarians offered forgiving Abdullayev. They stressed the political essence of this decision.
Non-party Elmira Akhundova and Akram Aylisli also wanted their colleague to be forgiven. Aylisli said this decision of the Parliament will create negative opinion about the parliament in the community.
But Hasanquliyev said that Abdullayev seek benefit from it. "Abdullayev wanted to be either SOCAR president or the chief of State Customs Office. He wanted too much. During last event he violated his ethics," Hasanguliyev said.
Vice-speaker Ziyafat Asgarov also demanded the annulment of his immunity. "Parliament isn't the place of swearing, our elderly, honorable scientists are here," he said.
Asgarov also noted that Parliament can only annul Abdullayev's parliamentary immunity. And the issue of depriving him of his mandate can be solved by court.
As the result of the discussions, Abdullayev's parliamentary immunity was annulled with 79 parliamentarians voting for, 15 against and 5 remaining neutral and 3 abstaining. APA
