Cooperation between the South Caucasus republics of Azerbaijan and Armenia is restricted to Individual Partnership Action Plans (IPAP), NATO Assistant Secretary General Jean Fournet told reporters in Yerevan where he is attending NATO Week in Armenia.
Another South Caucasus republic, Georgia, is conversely seeking membership in the organization and is expected to join it in 2009. This decision alarmed Moscow, which is struggling to preserve its Soviet-era influence in the South Caucasus region. RIA Novosti
