"This training is a key element of my Office's mandate to provide assistance and support to participating States in the development of effective counter-terrorism strategies that fully comply with international human rights obligations," said Ambassador Christian Strohal, Director of the OSCE Office for Democratic Institutions and Human Rights, ODIHR.
"We hope this event will enhance understanding and awareness that protecting human rights is not an obstacle in the fight against terrorism but rather the contrary, a necessary guarantee that no abuses will be committed," said Ambassador Jose-Luis Herrero, Head of the OSCE Office in Baku.
The training is organized jointly by the Warsaw-based ODIHR and the OSCE Office in Baku.
The courses are aimed at senior officials involved in developing anti-terrorist strategies such as civil servants, police and members of the security services. They not only look at how human rights violations can be avoided in counter-terrorism work, but also show how the promotion of human rights, especially in relation to the development of civil society, can help to prevent terrorism.
Participants are presented with real-life scenarios, taken from cases that have been brought before the European Court of Human Rights or other high-level tribunals, which offers an opportunity for broad discussion of the issues involved while tying the theory to the practice. OSCE
