Leo Platvoet calls on OSCE Minsk Group to be active in missing persons issue

The practice of Balkans on missing persons can be applied in the South Caucasus. The delay of the process reduces hopes for missing persons' returning to their families, reads the report drawn up by Leo Platvoet, PACE Rapporteur on missing persons in Armenia, Azerbaijan and Georgia.

The report calls on the Council of Europe Committee of Ministers to draw up a resolution on the protection of rights of missing persons and their families and calls on the European Committee for Prevention of Torture to check the statements on keeping missing persons in secret places and if necessary to visit the region.

The report criticises the commissions dealing with the issue of missing persons in Baku, Yerevan and Khankendi.

Family members of missing persons are not included in Armenian Defense Ministry's commission. Azerbaijan also has such a problem. The commission established in Nagorno Karabakh does not cooperate with Azerbaijan. Azerbaijani and Armenian commissions do not cooperate either, the report reads.
