Vartan Oskanian: "UN Security Council's decisions are binding"

29 September 2006 [18:56] - TODAY.AZ
"Armenia can start war only after Azerbaijan's attack," Vartan Oskanian, Armenian Foreign Minister stated at the press conference.

He said Armenia has always supported peaceful solution of the Nagorno Karabakh conflict adding that Armenia does not rule out war in case of danger to the alleged "Nagorno Karabakh Republic."

Touching upon the debate on GUAM "frozen conflicts" at UN, Oskanian said Armenia shares the same position with Russia, and UN General Assembly resolution is nonbinding. "Only UN Security Council decisions are binding," he said.

The minister mentioned that the US voted for the resolution, Russia against and France abstained.

"This does not influence the OSCE Minsk Group co-chairs' activity in the settlement of the conflict. But Nagorno Karabakh should participate in all UN debates concerning the conflict," he said.

Armenian minister also touched upon the massive fires in occupied Azerbaijan territories and said Armenia will do its best to help the international experts visiting the region.

UN included an item on sending expert group to the fire-affected areas in the resolution about the fires in occupied Azerbaijan territories, APA reports.
