Azerbaijan parliament passes law to amend parliamentary regulations

A draft law on making amendments to the internal regulations of Milli Majlis was discussed and adopted in the first part of today's session of parliament.

Ali Huseynov, head of parliamentary commission for legal policy and state institution said that three of the offered amendments are about the parliament's working regime. It is proposed to start Milli Majlis spring session from February 1 till May 31, and to start autumn session from September 30 till December 30 every year.

Mr.Huseynov also said that according to the Electoral Code, if a Milli Majlis member refuses his mandate, Central Election Commission is charged with depriving him of the mandate. According to parliament's Regulations, if a parliament member refuses his mandate, the parliament speaker can deprive him from the mandate. Huseynov stressed that this contradiction should be removed and parliamentary Regulations needs to be amended as the CEC has the authority to abolish deputy mandate.

As APA informs, another amendment is about substitution of the word "secretariat" with the word "office" in the Regulations. Huseynov said these amendments will promote more normal working regime in parliament.

Parliamentarian Igbal Aghazadeh in his speech stressed the importance of removing 20% of barrier for parliament members to set up a fraction and suggested to reduce it to 10%.
Parliament member Fazail Aghamali considered important to solve the issue on giving guns to parliament members. He said that though the law enables parliamentarians to possess guns, they find it difficult to do it.

MP Gudret Hasanguliyev stressed the importance of setting up a parliamentary standing commission for refugees and IDPs.

The draft law was adopted after the discussions. Besides, draft law on Phytosanitary Inspection was adopted in the 3rd reading , issues on joining Conventions on Rescue, Seamen's identity cards and Simplification of international shipping and Constitutional Law on the law about responsibility bearing from international crimes were also adopted.
