The decade beginning with National Leader Heydar Aliyev's return to Baku on June 9, 1993, and his election as Chairman of the Supreme Soviet on June 15, marks a pivotal period in Azerbaijan’s history. This was a time during which the foundations of an independent state were laid, solidified, and prepared for future development.
Azernews reports, these statements were shared in the article “Constitution and Sovereignty: The Basic Pillars of Heydar Aliyev’s Political Legacy,” written by Samir Nuriyev, Head of the Presidential Administration of Azerbaijan.
In the article, Nuriyev emphasizes that during the period of Armenia’s aggression against Azerbaijan from 1993 to 2003, which led to the occupation of 20% of Azerbaijani territory, Heydar Aliyev’s leadership was crucial in securing socio-political stability and national security. Under his guidance, Azerbaijan restructured its state governance, revitalized its economy, and redefined its international relations in line with the country’s supreme interests.
Nuriyev highlights that these efforts not only ensured Azerbaijan’s immediate survival but also laid the groundwork for its future as a sovereign state. These principles were enshrined in the Constitution of Azerbaijan, crafted under Heydar Aliyev’s direct leadership and adopted in a national referendum on November 12, 1995. The Constitution became the cornerstone of Azerbaijan’s sovereignty, marking the beginning of a new era of independence.
