OSCE chairman states that one of the keys to solution of Nagorno-Karabakh conflict is stability factor in Azerbaijan

"If stability in Azerbaijan is violated regulation of the Nagorno-Karabakh conflict can be postponed on an indefinite time. If taking into consideration that we have quite approached solution of the conflict, sudden deterioration of the situation would be very bad," writes OSCE chairman, the Minister of Foreign Affairs of Slovenia Dmitri Rupel in his article printed in "The Wall Street Journal".

Rupel added that fantastical increase of oil prices granted a historical chance for the Azerbaijani government to collect good income from the oil industry of the country. "Azerbaijan will obtain great amount of income soon, this means that it can be directed to improvement of lower structures, human resources, and alternative economic sectors. However, if economic reforms, stability and general security are lacking, economic development is not possible in long-term perspective. My objective in saying these words is to point that there are such forces in Azerbaijan that are ready to replace stability with aggression for reaching their egoist goals," said Rupel.

"International unity should ensure transparency in the government-opposition and intergovernmental relations. I consider that it is also possible to start the dialogue without mediation of the third force in these days. Besides, Ilham Aliyev should speed economic and political liberalization. It should be mentioned that Ilham Aliyev has taken many steps in this direction. However, if the political processes run on more legal grounds, the position of the government can be more strengthened," said OSCE chairman.
