At the second Sabunchi precinct there was recorded serious violations. At 5 polling stations ballot boxes were taken out and brought back in with other ballots inside. During these illegal actions police was removing observers keeping them outside until the mentioned manipulations were over.

"The heads of the observation missions of the OSCE and CIS, Gerdt Arens and Vladimir Rushaylo held a meeting to discuss the course of elections," the headquarters of the CIS mission told Trend.
The meeting with participation of other representatives of the mission discussed use of ink in the voting, initial observation and entered complaints.
Reports on the results of the elections will be represented after elections.

One of the candidates in the 30 Surakhan voting precinct, Vurgun Eyyub was reported to agitate voters at the entrances of polling stations.
At several polling stations of the 29 Sabayil precinct there were reported cases of agitation in favor of Fuad Muradov

Director of the "Elections" Information Center Igbal Babayev stated that there are no serious violations in the voting process.
"Electorate shows activity. Foreign and local observers did not report any cases of serious violations yet," Babayev underlined.

Liberal Party of Azerbaijan also states that there are some violations in favor of the ruling party [YAP]. The head of the election headquarters of LPA Elman Mamedzade said that there are falsifications at polling stations in favor of candidates – members of “Yeni Azerbaijan”. According to Mamedzade there are also some problems with inking and obstacles are being created for exit-poll researchers.

The US ambassador to Azerbaijan Rino Harnish has decided to observe how the elections go and visited several voting precincts (13 polling station in the second Narimanov district [district#20] and 22 polling station in the first Narimanov district [district #19])
The Norwegian ambassador Steiner Gil also announced that diplomatic mission of the embassy is closely following  the elections in Baku. “During the fist half of the day we have visited many polling stations of Yasamal, Nasimi, Sabayil districts of the capital,” said Gil. The ambassador said that they are registering some minor facts of violations that are being registered in the process of the voting.

Block “New Politics” states that there are mass violations at the elections. To be more precise, the violations were recorded at the first Yasamal precinct number 15 where runs leader of the block Eldar Namazov.
The block assures that at the 11 and 10 polling stations no inking is being made. It is explained by malfunction of the equipment that checks the presence of ink on fingers. The same situation is at second and third polling stations. The block says that the voters are being allowed to vote without being marked because the checking equipment’s batteries are allegedly low on power.
According to the Block’s information at the 21 precinct there was a fact of agitation by the member of the election commission in favor of ruling party candidate Gular Akhmedova. “This fact was recorded and signed by 7 observers,” reports “New Politics”.
At the 21 and 22 precincts there is no possibility to run exit-poll.
Block also noted that a group of people on a “Mercedes” bus arrived at 10, 11, 20 and 28 precincts where they have voted.
 
At the 24 precinct group of police officers gathered near it was agitating people to vote for Gular Akmedova. The same things have happened at 12 and 13 precincts.

The “Elections” Monitoring Center informs about high activity of voters as well as some violations that took place today.
The head of the Center Anar Mamedli informed that right now the center is analyzing the information however he noted that the majority of the violations are connected with a late opening of the polling stations and wrong appliance of the inking.
Also there are some cases when executive powers are trying to penetrate the voting process by giving citizens ballots beforehand and creating obstacles for observation missions.
More specific information will be provided by 8 p.m.

Voter’s activity by afternoon comprised 18,34 percents  informs the head of the CEC’s “Elections” Information Center Igbal Babayev.

The CEC reports that by 11 o’clock the electorate activity in Azerbaijan equaled 7%. The most active voters are in Nakhchivan AR where 10-11% already has voted.

"The Central Election Commission has done all necessary steps for staging free and democratic elections," said at 8:00 a.m. the head of the CEC Mazahir Panahov.
"Today Azerbaijan is facing an important historical event and a future of the country depends on your vote," underlined Panahov.

The CEC informs that the number of registered candidates is 1541 while the electorate counts 4,66 millions people. More than 1500 foreign observers are following the elections today.
The elections started at 8 a.m. and will end at 7 p.m. today, November 6, 2005
