Paczolay was included in the CE Monitoring delegation which will observe the poll on Sunday, November 6. Group headed by Leo Platveod, the Dutch MP, includes 46 observers.
13 MPs will represent the socialists’ group, including Andreas Gross, a PACE co-rapporteur on Azerbaijan, 17 – Party of Europeans, including the PACE co-rapporteur on Azerbaijan, Andreas Herkel, 7 – faction of the Alliance of Liberals and Democrats for Europe, 5 – group of European Democrats, 2 – the Union of Left Europeans, including a representative of the Greek community of Cyprus, Doros Khristodowlide. The delegation also comprises 2 representatives of the CE Venice Commission, including the VC administrator, Sergey Kuznetsov.
Besides, 5 representatives of the PACE Secretariat will accompany the group in this mission.
The draft opinion on amendments to the Elections Code in Azerbaijan, publicized on 31 October, was developed on the basis of comments by Rumen Maleev, OSCE/ODIHR, Expert, Bulgaria, Georg Nolte, Venice Commission, Substitute Member, Germany, and Peter Paczolay, Venice Commission, Substitute Member, Hungary.
