Azeri oppositionists do not agree with recommendation of Venice Commission and OSCE Office for Democratic Institutions and Human Rights

16 July 2005 [10:33] - TODAY.AZ
“It is impossible to achieve serious result in including one additional oppositionist to the composition of the election commissions”.
These words were told to APA by the head of Musavat Party Arif Hajili in his explanation given to APA. We should note that the head of the election programs of the National Democracy Institute (NDI) Patrick Merlo accompanying the former USA state secretary, chairman of the Administrative Personnel of NDI Madeline Albright in her visit to Baku offered to include one more representative from the opposition in the composition of the election commissions of the Venice Commission of the Council of Europe and OSCE Office for the Democratic Institutions and Human Rights. He called it to be the best variant at the present time.

But A.Hajili considers that the election commissions must be formed based on the parity principles: “This principle was also recommended by the Council of Europe, OSCE and Venice Commission. But the government still insists to preserve the commissions in the previous composition. The foreign representatives see that, the government does not intend to realize any changes and they say that at least one person should be added. But we do not think that this will yield serious results”.

The 1st deputy of the DPA chairman Sardar Jalaloghlu also considers that this recommendation can not be accepted by the opposition: “This is like deceiving. Adding one more person to the commissions can not affect the process even insignificantly. That is why we insist on our previous demand: the commissions must be rebuilt on the parity basis”.

The chairman of the Supreme Majlis of PFPA (r), parliamentarian Gulamhuseyn Alibayli also informed APA that it is not right to put forward the offer about adding one more representative from the opposition when the international organizations demand forming commissions on the parity basis: “This recommendation can not be accepted. That is why generally, we are not going to discuss this”.
