Structure of election commissions to be changed after the parliamentary elections

The working group representing the government of Azerbaijan and Council of Europe Venice Commission came to an agreement as the result of the negotiations dedicated to making amendments to the Election Code on making changes to the structure of election commissions after November elections in Strasbourg on 31 May.
According to the information given to APA from the working group, the structure of the lection commissions will be formed by the representatives of authority, opposition and non-parties on parity bases as usual. The second issue concerning one elector voting several times was discussed in the Venice Commission. Agreement on this was achieved, too and it was decided to issue voting cards to the citizens with the rights to vote. When the citizen votes a relevant note will be made to the citizen’s card that will make impossible for the citizen to vote again. The voting cards will be issued for 5 years.

It must be noted that, the member of Azerbaijani working group, head of Milli Majlis Office Sefa Mirzayev told APA before attending the latest negotiations that the issue concerning making amendments to the structure of the election commissions is possible to be discussed after the parliamentary elections. He explained that this is due to the short of time and impossibility of forming new commissions during that time. This decision was touched on in the latest talks with the Venice Commission.
