Azerbaijani Foreign Minister Elmar Mammadyarov will deliver speech at the UN Security Council's open debate on "Protection of civilians during armed conflicts" in New York on Feb. 12, spokesman for the Azerbaijani Foreign Ministry Elman Abdullayev told media today.
