
Share of social expenditures in Azerbaijan’s draft budget for 2012 are considered 27.8% or up 0.5% compared to 2011. AZN 4,713.4 mln is forecast to allocate in social expenditures, up AZN 417.3 mln or 9.7% compared to 2011 and 1,010.3 mln or 27.3% compared to 2010.
AZN 800.0 mln has been considered in the state budget for next year for application of the expected increase of wages, pensions, growth of limit of demand criterion, used for determination of targeted social assistance. This growth will allow the reforms conducted in retirement benefit system and application of growth in accordance with labour experience of persons, retired until January 1, 2010, financing of wages’ growth of people working in the organizations financed from the state budget, military personnel, senior officers and other employees.
So, the financing of expenses related to increase of social aid allocated to 20,000 people or the age, 99.3 thousand people for disability, 36.1 thousand people for lose of family head, 127.1 thousand people for maternity allowance, 58.1 thousand war veterans, 538 thousand IDPs for food expense, Azerbaijani President’s Scholarship to 13.7 thousand martyr families and 18.2 thousand war veterans, social payments and aids for 118.2 thousand people, students and pupils studying in higher, secondary and vocational education system, scholarships given to PhD students.
