Azerbaijan announces tender to install substation at municipal solid waste incineration plant

Azerbaijani Economic Development Ministry has announced a tender to purchase work on the installation of certain auxiliaries and a 15/110 kV substation to transmit electricity produced at the municipal solid waste incineration plant to the state energy system, the tender commission said on Saturday.

The tender participation fee is 300 manat. To participate, one should submit the following documents: a written request, a notarized copy of legal documents indicating the applicant’s full name, juridical status, a bank document indicating payment of the participation fee, a certificate from the tax authorities indicating absence of debts on compulsory payments, financial statements of the previous year’s activity (approved by the tax authorities), tender proposal, bank guarantee in the amount of 2% of the cost of the tender offer, and a certificate of the technical potential.

Documents for participation in the tender should be submitted until 17:00 on April 21 and the tender offer and bank guarantee by 17:00 on April 29 to the Economic Development Ministry (House of Government, Str. U.Hajibeyov, 40, Baku).

Tender opening will be held at 11:00 on April 30 in the ministry.

The construction of Balakhani waste-to-energy plant was decided within the framework of "The Complex Plan of Measures for Improvement of the Ecological Situation in the Republic of Azerbaijan for the years 2006-2010", approved by Decree by the President of the Republic of Azerbaijan on Sept. 28, 2006. The plant will utilize 500,000 tons of municipal waste and 10,000 tons of medical waste, annually. Such plants are known world-wide as "Waste to Energy" plants. Building "Waste-to-Energy" plants in Baku will produce 231.5 million kilowatts per hour of electricity, annually. Due to plant performance, the general mass of waste will be reduced by three times and the volume of wastes will be reduced tenfold. The plant is planned to be commissioned in late 2012.

The Balakhani waste-to-energy plant belongs to the fourth generation of such plants and will meet the strictest environmental norms of both the Republic of Azerbaijan and the European Union, using a multilevel protection mechanism.
