Why did Azerbaijani banks stop lending loans?

The National Bank of Azerbaijan (NBA) didn’t instruct the commercial banks to limit lending consumer loans because banks are free to choose what to do, NBA chairman Elman Rustamov told APA-ECONOMICS.
He rebuffed rumors that the central bank ordered banks to constrain loaning.

"Maybe, some banks have a pause in lending during the period of repaying loans borrowed from foreign sources," he added.
