Bakhtiyar Mammadov: "Non-compulsory registration of domains brings about increase of electronic newspapers"

Websites opened in Azerbaijan in 1997 and 1998 and electronic newspapers appeared in 1999, but they have not been registered by the Justice Ministry yet.

Unregistered sites bring about piracy and gaps in the laws don't allow fighting these illegal activities.

Azerbaijan Internet Forum President Osman Gunduz told APA that some countries registers not only electronic media sites but also all media websites, but some countries don't require this and it is voluntary.

He says compulsory registration can bring about illegal activities and censorship in Azerbaijan where democracy is weak.

Communications and Information technologies Ministry's lawyer Bakhtiyar Mammadov told APA that as per the current legislation, it is not required to register media websites or other websites in the Justice Ministry. But, he thinks that non-compulsory registration also increased the number of unnecessary electronic newspapers in the country.

He says there is no gaps in the legislation and if anybody claims his rights are violated by any website, he can appeal to the provider.

Expert Seymur Ismayilov told APA that there are problems in this field indeed because domain buyer can hide his real name in registration.
