Russia to set up oil exchange, Azerbaijan agrees

The Russian government has developed guidelines to establish a crude oil and oil product exchange in Russia, President Vladimir Putin said on Saturday.

"St. Petersburg might become one of the locations of the exchange. Today I have spoken to the presidents of Azerbaijan and Kazakhstan, and they are interested in this. I believe it would be significant for the entire country and for St. Petersburg," Putin said at a meeting with St. Petersburg Governor Valentina Matviyenko. Interfax
