Necessary to attract private Azerbaijani companies to mandatory health insurance - expert

It is necessary to make room for private insurance companies in Azerbaijan’s mandatory health insurance market, Andrei Tretyak, head of Social Protection Unit of Expertise France (French international technical expertise agency), told Trend.

He said that the issue of attracting private insurance companies to the process of introducing mandatory health insurance arose during the preparation of the pilot project.

"An option based on the experience of some countries, when a state only creates a system, and the system is managed by private insurance companies, was considered," Tretyak noted. "However, except for Anglo-Saxon countries, this system is not so widespread, and we also warned Azerbaijan about certain danger of using this system, since the goal of private insurance companies is to insure a category of people least subject to risk and make profit. So, not all countries are ready to apply this approach."

The expert added that various methods of attracting insurance companies to mandatory health insurance system are applied in different countries.

"For example, in France, costs for healthcare are covered by up to 70 percent in average at the expense of mandatory health insurance," Tretyak said. "For example, a doctor’s consultation costs 23 euros. An insured person pays this amount, and gets back a little more than 16 euros. If a person wants a 100 percent reimbursement, or if the service costs 23 euros, but a doctor renders this service for 50 euros, the difference between the 70 percent of healthcare costs refunded by the mandatory health insurance system and the tariff for the service or its real cost is covered by private insurance companies."

Tretyak said that this system is called supplementary insurance. He noted that such a system can be used in Azerbaijan as well.

"This will allow covering additional costs within the mandatory health insurance system," said Tretyak. "At the same time, interaction between a state and supplementary insurance system covering various remaining costs is very important. The state will ensure coverage of the basic package of services, and private insurance companies may cover the costs of various additional services."
