"I hope that bringing the law enforcement officers to criminal responsibility for abusing powers, torturing the arrested, will lead to the reduction and, in the ideal, to the complete elimination of such negative events", said chairman of the Azerbaijani committee against torture Elchin Behbudov commenting on the criminal case of the former senior authorized officer on combat with drugs of the Geranboy police department Rafael Nazarov, who was forcing the people, detained for illegal turnover of drugs to undress and have a sexual intercourse with each other to get necessary testimonies from them.
Speaking on Rafael Nazarov's case, Behbudov noted that he did not receive any appeal on it.
"I have repeatedly received information about cases of forcing the detained to have a sexual intercourse by the law enforcement officers. But we have not received appeals, which would say that such cases also occur in Azerbaijan. Though, I have repeatedly raised the issues, connected with the tortures in Azerbaijan", said Behbudov.
He noted that the only possible way of the resolution of the problems of torture in Azerbaijan is to reveal and punish those law enforcement officers who are responsible for it and to bring them to responsibility.
"Only in this case, the remaining law enforcement officers will develop a thought that in case they apply torture towards the detained, they can also undergo trial, which is a guarantee of the significant reduction in the total number of the cases of use of torture in Azerbaijan", resumed Behbudov.
