Council of Europe Congress President visits Azerbaijan

He will meet Head of the Presidential Administration Ramiz Mekhtiyev, Vice Foreign Minister Mahmud Mammadguliyev, and Justice Minister Fikret Mammadov. The Congress President will also have meetings with Chairman of the Central Election Commission Mazahir Panahov, representatives of the Department in charge of municipalities within the Presidential Administration, as well as with Arif Rahimzade, Head of the Parliamentary Committee on Local and Regional Issues.

The discussions will focus on the state of local and regional democracy in the country, municipal by-elections scheduled for 6 October2006, and on the issue of creating and developing national associations of local authorities in Azerbaijan.
