Issue of illegal buildings in spotlight of Ombudsman

The Commissioner for Human Rights in Azerbaijan proposes to hold an inventory of illegally constructed houses and their registration.

One of the problems in housing associated with inventory and registration of illegal buildings constructed by number of citizens on the appropriated territories in Baku and its suburbs, not only for the last 15 years, but also in the middle of last century, as well as residential buildings illegally constructed on the areas, said in the annual report of the Ombudsman Elmira Suleymanova on ensuring the rights and freedoms of citizens in the outcomes of 2011, presented to the Parliament of Azerbaijan on Thursday.

The Commissioner proposes to make an inventory of homes that have not undergone state registration, located in the dairy farms in the Govsany, Bina and Ramani, and in residential areas of Baku, known as Alatava, Zig, Vorovskiy, Xutor, NZS , UPD, Keshlya, Yasamal and to consider registration of rights to unauthorized buildings and expedite its decision.

Ombudsman received 506 complaints, including 129 complaints related to the damage caused by natural disasters with regard to the violation of the right to housing in 2011, the report said.

In some cases the rights of persons living in dormitories owned by the state institutions were violated during the privatization, the Ombudsman said. The Commissioner also offers to provide social mortgage for a long period to low-income families that will fit their income to improve the mechanism of providing living area for citizens.
