The visit is the president of Azerbaijan to Russia is quite complicated not for the atmosphere of relations between our countries but by the content, said Alexander Karavayev, head of the service of political forecast of the Center for study of post-Soviet area.

"Ilham Aliyev is facing difficult tasks. Today there are numerous opportunities for realization of Azerbaijani interests in the South Caucasus. This is also related to the progress in the resolution of the Karabakh conflict and the opportunities that might appear in the context of hydrocarbons export", said he.
According to Karavayev, it means appearance of new markets for Azerbaijan and here it will be important to draw any line that would on the one hand satisfy proposals directed to Azerbaijan from different sides and at the same time would not damage Azerbaijani interests in any sense.
"It is clear that not only Moscow but also Washington has recently concentrated its attention to Ilham Aliyev and to Azerbaijan, which is primarily connected with the possible opening of the Armenian-Turkush border. For Ilham Aliyev this is an issue of not only prestige but also the preservation of the line laid in the external policy by Heydar Aliyev. Therefore, I do not see any problem in that the President of Azerbaijan did not go to the forum of "Dialogue of civilizations". It was when the mass medias of Turkey and the West was actively discussing this issue and it seemed that Turkey was likely to make a concession for pleasusure of the formed image of Barack Obama and the dialogue with Armenia will come out of deadlock in which it turned out to be in the result of the Karabakh conflict", said the political scientist.
He noted that Ilham Aliyev's step clearly stressed the importance of Azerbaijan for the problems for the region, for immediately after that Aliyev started to be treated as a person who can finally play his key role in this issue.
"Therefore, if we draw a line to the meeting held in Moscow, it is clear that for Azerbaijan it is now important to take part in the processes, ongoing around. On the one hand in the establishment of gas export in the sense of competition of the two routes - Nabucco and Russian South flow. It is important not to quarrel with the partners in the West and organize new rules of game with Russia, for it is clear that Russia's interests in the Caspian Sea remain not less significant than those of the West", noted he.
According to Karavayev, the second plans relates to the political resolution in the overall South Caucasus. "And here are two countries that are connected with the greatest complex of problems- these are Georgia and Armenia. The latter envisions not only the Karabakh conflict but the whole problem that formed in the 20th century around the Armenian historical ambitions in Turkey.
"Here it is clear that in the technological sense establishment of any contacts between Turkey and Armenia is possible and it is clear that both sides are not against it. But while establishing these contacts Azerbaijan needs to demonstrate the role that it plays in the region. This importance is clearly taken into account by everything but I.Aliyev will probably need to act as a moderator of these talks. Therefore, the complexity of the settlement of all these tasks makes up for the tissue of talks in Moscow.
