Milli Medjlis decided to send the decision about holding a referendum to the Constitutional Court of Azerbaijan with 95 voting for, 4 against and 1 abstaining from voting.

The decision was adopted without discussions.
Speaker of parliament Oqtay Asadov announced that discussions will be held after Milli Medjlis receives the conclusion of the Constitutional Court.
The following changes can be introduced to the Constitution under the proposal:
- along with commissions to create committees in Milli Medjlis,
- granting the law-making initiative to 40,000 voters;
- lifting restrictions from election as a president for more than twice;
- postponing presidential elections in case the country holds military operations;
- postponing parliamentary elections in case the country holds military operations;
- prohibition of video, photo and audio recording against the will of a person, who is being captured.
Moreover, there is a proposal to introduce paragraphs on the material provision of persons, who are the presidents of Azerbaijan to the Constitution of Azerbaijan; renaming the National Bank of the country into the Central Bank and renaming the executive board of the president into the presidential administration.
