Levon Ter-Petrosyan recognized the territorial integrity of Azerbaijan by signing the agreement on establishment of the CIS.

Owing to that Armenia is obliged to stick to a discrepant position on the Garabagh issue.
The said statement was spread by the Armenian human rights organization "Committee for and against the USSR".
"On the one hand, Armenia, considering the principle of territorial integrity of Azerbaijan, does not recognize independence of the so-called Nagorno Garabagh Republic de jure and on the other hand it considers the legal basis of formation of the Nagorno Garabagh Republic to be blameless and, therefore, recognizes the Nagorno Garabagh Republic de facto", the statement reads.
The committee members are confident that the review of founding international agreements of the CIS and OSCE from the point of view of international law may establish a path to international security and peaceful cooperation in the framework of new legal structures, conforming with modern requirements, for European countries.
