Andres Herkel: "PACE approaches by-elections very seriously"

"PACE approaches by-elections to Milli Majlis very seriously, and will send enough observers for these elections," Council of Europe Parliamentary Assembly (PACE) Monitoring Committee co-rapporteur on Azerbaijan Andres Herkel told.

"The CE Observation Mission will probably be headed by Leo Platvoet again as by-elections are continuation of the November 6 parliamentary elections," Mr.Herkel added.

The co-rapporteur said the CE Observation Mission would arrive in Azerbaijan in late April to familiarize with the run-up to re-elections in the country. "It will be decided in the sitting of the Monitoring Committee in Paris early March," he reported.

Commenting on "Azadliq" and "YeS" election blocs' stopping their activities, Mr.Herkel reminded that elections're held in line with majority principle in Azerbaijan, and election alliances were not so important in this system.

The co-rapporteur refuted the opinions that PACE recommended Azerbaijan to restore proportional system. However, he stressed that elections system's developing successfully in the countries with proportional system, APA reports.
