Day.Az interview with political scientist and diplomat Vafa Guluzade.
- Do you have a feeling that the mediators of the OSCE supported the position of Armenia?- First, the co-chairs remind me the characters of Krylov's fable "A swan, a cancer and a pike". Swan drags the weight into the air, fish dives into the sea, and cancer is dragging on the earth. Therefore, they will not be able to resolve the problem. And I think they occupy the pro-Armenian position. Because none of the co-chairs dare to condemn Armenia as an aggressor, who occupied 7 regions of an independent state.
Why did I not mention Nagorno-Karabakh? Because the western press presents it as a disputed territory. If even we agree with this, they could condemn Armenia for its occupation of at least the surrounding area. In addition, every day on the territory of Azerbaijan the occupants fire on the surrounding villages, killing people, livestock, burning the land. And what?
No charges are made against the aggressor. Of course, Armenia is one of the puppets of Russia. But even in that case, why not condemn the puppet, if there is a fear to do so in relation to the puppeteer? So I think at this point there is no indication that this conflict can be resolved in favor of at least any party.
- After negotiations of the presidents Prague the co-chairs madeam optimistic final statement, but Novruz Mamedov and Elmar Mamedyarov gave quite opposite assessment of the event. What do you think is the reason for these contradictions?- It is quite simple. The point is that Russia is constantly manipulating the Karabakh issue. As a result, Armenia once again took a critical position which will never be characteristics of Azerbaijani leadership. This resulted in the negative comments of Baku officials towards Matthew Bryza, and all the rest.
I too have always spoken out against it, because I know this game and see it. And Azerbaijan should not go for this game.
- Do you believe that, as Bryza stated, the final solution to the Karabakh conflict will be the equilibrium balance between the principles of self-determination, territorial integrity and the exclusion of force?- This statement is a schizophrenic delusion! Other definitions could not be found. Because in our case it is impossible to combine the principle of territorial integrity with the principle of the right of nations to self-determination. Because the Karabakh Armenians are not a separate people or a nation. Armenian people live in Armenia. And if the Karabakh Armenians want to live together with the main part of his people, let them get out of our lands and return to the country where they have already gained independence. All has said this for many times.
Self-determination of Karabakh Armenians constitute a violation of the territorial integrity of Azerbaijan. It is incorrect to promise to Armenians of Karabakh some autonomy. They do not deserve it. Otherwise, we need to demand autonomy for Azerbaijanis expelled from the territory of Armenia. Thre have been over a million of Azerbaijanis. Let's provide them with the autonomy for example in Zangezur.
- It turns out that the intensification of efforts by the new U.S. administration, which was much spoken of in recent months, did not bring anything new to the settlement process?- I am confident that USA will give something new to the settlement, but it will happen not in the negotiations between Armenia and Azerbaijan, but at the stadium between the United States and Russia. It is clear to everyone that USAa and Russia are in a state of confrontation, and we should base on this.
