Can a criminal case be instituted against head of Karabakh Liberation Organization, who beat Yeni Musavat newspaper correspondent?

The appeal demands initiating a criminal proceeding against chairman of the Organization for Karabakh Liberation Akif Naghi under article 221 (hooliganism) of the Criminal Code of Azerbaijan and bringing to responsibility other people, attacking his defendant Zamin Hajili.

Notably, on December 12 of 2008 Yeni Musavat newspaper correspondent Zamin Hajili was beaten by head of the Organization for Karabakh Liberation in front of the office of the newspaper. The cause of the incident was that in his article Hajili called chairman of the organization Akif Naghi "ignorant". Naghi considered it an insult in his address.

A criminal case was instituted under articled 163.1 (prevention of legal professional activity of journalists, that is obliging them to spread or reject spreading information with use of force or threatening to use it) of the Criminal Code of Azerbaijan.
