14 procedures needed to start business activity in Azerbaijan

This indicator is 9 in Georgia, 10 in Armenia. For registration of juridical person is needed 123 days on average in Azerbaijan. 25 days are enough to do the same in Georgia and Armenia.

These indicators were given in "Doing Business" account of World Bank (WB) compiled on the basis of 2004 year statistics. Assistance to Development of Market Economy Association discussed the subject "Simplifying government registration of juridical persons" in the round table provided today.

To the Chairman of the Association Sabit Baghirov existing legislation hinders development of ownership. The subject is government registration of juridical persons. To start an activity an owner must pass the procedures as paying tax, passing notary registration, getting juridical address and identification code, registering in taxes, registering in Government Social Protection Fund and etc.

To S.Baghirov all these create reasons of corruption circumstances. In existing legislation it is showed that 90 days are required for juridical persons to pass registration: "Even after losing so much time nobody guarantees you that  owner will be able to pass the registration or not. In reality, if registration problem was solved owner would start business activity sooner, subject less financial loss would not lose his interest to business, would lose unproductive losses."

S.Baghirov stated that foreign investors pay more attention to these indicators and Azerbaijan indicators hinder not only activities of local owners, but also comings of foreign investors to our country. /APA/
