The public prosecutor continued reading the indictment. According to the indictment, Farhad Aliyev committed crimes when he was minister in 1999-2005.

He set up an organized gang of his relatives, subordinated officials. He himself planned the crimes and led the gang. He illegally privatized and sold state-run properties. He took bribes and licensed production of ethyl alcohol and other alcoholic drinks.

He decided to misappropriate a part of vouchers which were to be distributed from August 12 till November 12, 2004 under the president's order.

Ferhad Aliyev involved his advisor Ismayil Mensimov, director of Republic Auction Center Agaali Ahmadov and director of judicial department Elchin Nadirov and made a plan to get 458.000 vouchers kept in Narimanov branch of OJSC Kapitalbank and was to be sent to Economic Development Ministry. According to the plan, forged documents had to be made.

Ferhad Aliyev misappropriated 314,000 vouchers worth $3.349.333. Ferhad Aliyev distributed money among his officers. This amount was between $ 100-2000 depending on their posts, APA reports.

Ferhad Aliyev realized it with the help of his advisor Ismayil Mensimov, assistant Elshad Abbasov, executive director of National Fund of Assistance to Entrepreneurship Gadir Huseynov. The indictment notes that Ferhad Aliyev gave $ 4.668.400 to Ismayil Mensimov for distributing among the ministry's officers.
