The Festival was opened in the capital of Azerbaijan, Baku on 5 September.

Well-known cinematographers from different countries of the world took part the festival.

Baku international East-West Film Festival is organized by SKA, the Fund for the 100th anniversary of world cinema in Azerbaijan, the Confederation of the Unions of cinematographers of the CIS-countries and Baltic states in 1996. Then, for the first time it was held in Azerbaijan. In 2001, on the instruction of the president of the country, Geydar Aliyev, the festival obtained status of traditional festival.

A well-known filmscript writer, Rustam Ibragimbekov, said that as a part of the festival, 13 films of directors from Russia, Lithuania, Kazakhstan, Kyrgyzstan, Uzbekistan, Tajikistan, Germany, Hungary, Iran, Turkey and France will be demonstrated. According to him, films will be demonstrated in the halls of central cinema-theatres Azerbaijan and the theatre IbRus.

As a part of the festival, round tables, dedicated to the lawful and organizational issues of joint film production in the CIS-countries and Baltic states, and meetings between spectators and masters of cinematography will be held. During the festival days, retrospective of films of a well-known Azerbaijan motion picture director, the laureate of the State Prize of the USSR , now deceased, Rasima Odzhagov, will be organized. During the closing festival ceremony, to be held on 9 September, rewards will be presented on the nominations of the festival: "For the best man role", "For the most humane message to humanity", "For the contribution to the world cinematography".
