Ministry of Emergency Situations (MES) warns the people that most of the beaches in the coastal areas of the Absheron peninsula, which are owned by different juridical and physical persons, lack necessary rescue facilities and rescue teams to provide security of citizens.
Therefore, many people drown in the sea every year. At least 16 people drowned in private beaches in the summer of 2005. October 22, 1998 Regulations #216 by the Cabinet of Ministers on rules of using water areas for resting and sports purpose is not complied with. According to APA, beaches should be provided with necessary rescue facilities and professional rescue teams in order to provide security of people. The State Water Rescue Service of the Emergencies Ministry has many times warned the owners of private beaches against that. Taking all these into consideration, the Ministry exercising its authorities has decided to cloe private beaches from June 20, 2006. The Ministry asks citizens not to endanger their lives and health and go to beaches supplied with rescue facilities.
