"New places of detention will be built in different regions of Azerbaijan.
This will lead to decreasing of detention places concentrated in Baku," APA's western bureau reports quoting Justice Minister Fikret Mammadov as saying. He said mixed-regime detention places will be built in Ganja, Nakhchivan and Lenkeran regions. This will provide detainees to receive their punishments in a detention place near their families. "We must not isolate a detainee from the society. They have right to live. They must be guaranteed to return to the society as strong citizens after receiving their punishments in normal conditions. In this context, their staying in touch with their families will play an important role," the Minister said. Fikret Mammadov also informed that new buildings to be built for Courts of Appeal and old regional court buildings to be renovated. Negotiations are held with the World Bank for allocation for this purpose. Documents are ready for signing a credit contract at the total cost of $20 million. This allocation also includes grants. Mr. Mammadov also said the credit allocation will be spent on construction and renovation of courts as well as supplying them with modern equipment.
