The bill on "Culture" was discussed at the second reading during the meeting of the Azerbaijani Parliament.

The fundamental changes have been observed in the cultural sphere in Azerbaijan for the last 10 years. The specificity of creative organizations has been changed. Great creative success has been achieved, chairman of the Parliamentary Committee on Culture Nizami Jafarov said.

The bill submitted for the first reading has been amended because it was not perfect enough. The bill submitted for the second reading has been finalized, Jafarov said.

"The bill regulates the relations in creating cultural values , their preservation, restoration, development and distribution," he said. "The bill also ensures the human rights and freedoms in the field of culture, defines the legal, organizational, economic and social support, the objectives and principles of the state policy in the sphere of culture."

The bill reflects drawing up the State Register in the cultural sphere, which consists of inventories, catalogs, accounting systems, lists of the state cultural property, registration systems. The bill also envisages state monitoring in the sphere of culture.

After discussions the bill was submitted for voting and adopted at the second reading.
