Taking into account security in the region, Azerbaijan should solve Nagorno-Karabakh conflict as a first step, U.S first ambassador to Azerbaijan Robert Finn said.
"I think Azerbaijan is moving forward. In security I would definitely include solving the conflict in Nagorno-Karabakh and ending the war," Finn said.
He said one of the major tasks is to return one million refugees to homes.
