The study revealed that only 41 percent of municipality chiefs have higher education, Azerbaijani Presidential Administration senior official said.

"Only 34 percent of municipal members have higher education. Women make up 4 percent of the total number of municipalities and 2 percent - among chairmen. It is necessary to make efforts to remove these shortcomings during next elections," head of the department of regional administration and local self-government of the Azerbaijani Presidential Administration, Zeynal Nagdaliyev, said at at special courses on election law for chairmen of district election commissions.

He said at present one of the main tasks is to achieve qualitative organization of staff of district election commissions.

"It is necessary to establish staff of people capable to work and with higher education. It is also necessary that the election commissions will include people speaking foreign languages", Nagdaliyev said.

Another main task is to prepare permanent electoral lists. Local executive organizations participate in implementation of this process, he said.

"We achieve preparation of a real voters' list in Azerbaijan thanks to the work done several years ago. Shortages were revealed in many polling stations during the last elections. Chairmen of district election commissions together with heads of executive bodies must try to avoid such shortcomings in the upcoming municipal elections," he said.

Nagdaliyev said that new buildings have been built for district election commissions, 46 buildings have been restored and equipped with modern equipment.

"Each local executive body will take steps to conduct the upcoming municipal elections. Open and closed places will be set up in the territory of each municipality to conduct campaign. Special boards for promotional materials will be also be prepared," he said.

Azerbaijani municipal elections are scheduled for mid-December.
