This week the Collective Security Treaty Organization held its regular session in Moscow.
The leaders of the member-states of this organization signed a decision to create fast response collective forces.
Commenting on this decision, Ayk Kotancan, director of the Institute of National Strategic Studies of the Armenian Defense Ministry said it "creates a strong political, contract and legal and military basis for the collective resistance to aggression against each of the CSTO member-states". He said "considering the frustrating experience of war in South Caucasus in August of the last year, formation of a real mechanism of resistance to aggression is an additional guaeantee for curbing the adventure steps of the figures, that hope for the military solution to the Karabakh conflict".
Vugar Seidov, AzerTac official in Berlin, called this statement "a political ignorance".
"Karabakh conflict has nothing to do with the system of collective security of CSTO, because Nagorno Karabakh is recognized the occupied land of Azerbaijan, which does not join this military bloc! General says that the decision to create forces lays a foundation for the collective reflection of aggression against each of the CSTO member-states.
His statement would have been rational, if Nagorno Karabakh was officially recognized by the CSTO member-states as a part of Armenia or if it was a recognized independent state, which joined the CSTO and signed a treaty on collective security. Today, it is none of it, it is the occupied land of Azerbaijan therefore, it is unclear how Karabakh can be covered by the CSTO alliance".
According to Seidov, Armenia with its "too competent" commanders attempts to fix its territorial gains and use this organization as a "back". ""Aggression" against a part of one's own state, recognized by the entire world community is impossible. Aggression means attacks against independence or invasion of lands of another independent state. While there is no such aggression in the upper Karabakh if certainly the world community is not blind", said Seidov with irony.
"The right for liberation of the world recognized part of its land is provided by article 51 of the UN charter and I have great doubts that in case Armenian diplomacy do not make concessions at the peace talks and i the result Azerbaijani Supreme Commanders orders to launch operations ion the liberation of the occupied lands of the country, the CSTO member-states - Russia, Belarus, Kyrgyzstan, Kazakhstan, Tajikistan and Uzbekistan will perceive absolutely legal actions of the Azerbaijani army as an "aggression" against all of them and the attack on their collective security and will decide to send their collective forces of fast response for example to Shusha or Fizuli to support separatists", said Seidov.
"It is like if CSTO would perceive the anti-terror operation of the Turkish army against the PKK militants in the south-east of the country as an aggression against all the member-states or for example the Organization of African Union would perceive the operation of the Russian federal troops in Chechnya as an attack against all African states. It is nothing but nonsense", noted our compatriot in Berlin.
He said today even South Ossetia and Abkhazia are not the CSO member-states, though they were recognized by the "first violin" in the organization - Russia. Therefore, presence of the collective forces of CSTO in these separatist formations is impossible. This script could have been theoretically possible if all CSTO member-states recognize independence of South Ossetia and Abkhazia and agree to admit them to CSTO.
"Second fast response forces to Nagorno Karabakh to avert "aggression" against it and against CSTO, is a complete absurd, featuring the level of the political competence of that "doctor of political sciences", who is also a general", concluded the AzerTac representative.
