The political scientist does not believe that the presidential meeting will bear a formal nature. "The forthcoming Aliyev-Kocharian meeting is the most important one in the whole negotiation process and it can yield result even if the sides do not sign any documents," he said.

Analyst Rasim Agayev considers that a meeting at the presidential level cannot be a mere formality. "However the leaders agreed to meet under the pressure of the international community," he said.
