On Wednesday, the rector of Moscow State International Relations Institute Anatoli Torkunov lectured Azerbaijani diplomats on the aspects of Russian foreign policy and answered their questions.

Answering the question about the Russia's view on the close relations of NATO and post-Soviet countries, Torkunov said that Russia's relation with European structures and EU is developing. He said that Eurocollege was founded on Vladimir Putin's initiative and it is the sign to the long-termed cooperation. He noted that Russia does not fear for rapprochement between post-Soviet countries and NATO, EU.

Answering the question about the improvement of CIS, the diplomat stated that it is not necessary to cross out old achievements. He said that CIS gives opportunity to the regional ministers to assemble and discuss current problems in the region.

Stressing CIS is a regional organization; Torkunov thinks regional court should be converted to Arbitrage. Touching on Georgia-Russia relations Torkunov noted that it is not only Russia-Georgia relations but also Georgia's relation with former autonomies. He said that two factors should be considered. "The population of those autonomies acquired Russian citizenship after the collapse of USSR. North Ossetia and other North Caucasus nations will not leave South Ossetia without protection," he said.

Answering the question Is the principles of self determination of nations or territorial integrity admitting for Russia, Torkunov stated that international law can be commented in many ways. "Russia admits both principles, but is based on international norms in concrete situations," Torkunov added. APA
